Flexible Air Permitting Pilot Evaluation Report
In 2000-2003 Ross & Associates provided policy evaluation and analytic support to a partnership between EPA’s Office of Policy Analysis and Review (OPAR), Office of Air Quality Planning and Standards (OAQPS), and Office of Policy, Economics and Innovation (OPEI) to conduct a comprehensive evaluation of the implementation experience with innovative flexible air permits.
Arizona Children’s Health Assessment
Ross & Associates provided support to the Arizona Department of Environmental Quality (ADEQ) to implement a grant they received to share information as part of a system of potential air quality alerts. Ross & Associates assisted ADEQ to develop a project approach and work plan for the creation of a predictive model and alerting system for health conditions identified as a result of the model.
Port of New York & New Jersey Emissions Reduction Strategy
Ross and Associates worked with the Port Authority of New York & New Jersey to develop a clean air strategy (Strategy) for voluntarily reducing maritime and port-related emissions that affect air quality and climate change in and around the Port of New York and New Jersey, which is located in a region known as the New York-New Jersey-Long Island Non-attainment Area (NYNJLINA). The geographic scope of this Strategy includes the Port Authority Marine Terminal Facilities within the Port District, which is described as the area within a twenty-five mile radius of the Statue of Liberty.
Puget Sound Clean Air Agency
Ross & Associates worked with the Puget Sound Clean Air Agency and a committee of public and private stakeholders to develop an innovative program for registering facilities in the Puget Sound area with on-road and non-road diesel fleets. The program was designed to use variable fees tied to fleet-wide emissions to raise funds for the Agency to operate a voluntary diesel emissions reduction program and to create an incentive for fleet modernization.
US Mexico Border Diesel Reduction Strategy
Ross & Associates provided support to EPA’s Office of International Affairs, Office of Air, and Region 9 to develop an inventory of diesel emissions, sources, and potential reduction opportunities along the U.S.-Mexico border. Working with EPA Headquarters and EPA Regions, Mexico’s SEMARNAT and other state, federal, and local agencies on both sides of the border, Ross & Associates also supported development of recommendations for diesel emissions reduction strategies and the conceptual design of a particularly promising diesel emissions reduction strategy.
National Air Program Vision and Goals
Ross & Associates provided comprehensive facilitation, analytic, and communications support to the U.S. EPA’s Clean Air Act Advisory Committee (CAAAC) in its development of the February 2009 Vision and Guiding Principles for the National Air Program Report. Ross facilitated a multi-stakeholder group of national experts from government, academia, industry, and NGOs to develop a consensus vision, set of guiding principles, and priority action areas for improving air quality management programs implemented by federal, state, local, and tribal government partners.
