Jennifer Tice
Senior Associate
Jennifer Tice has over 12 years of experience analyzing environmental policy issues and providing facilitation and process-management support to agency and stakeholder workgroups. Since 2006, she has been working with utilities to address wastewater and stormwater management policy challenges, with an emphasis on wet weather issues and green infrastructure. She currently provides regulatory and policy analysis support to Seattle Public Utilities’ combined sewer overflow (CSO) program. Much of Jennifer’s analytic work has focused on innovative approaches to pollution prevention and environmental management, including the use of lean manufacturing methods to improve government processes and reduce environmental wastes. She leads Ross & Associates’ lean practice area and has provided analytic, strategic, and facilitation support to EPA’s Lean and Environment Initiative and Lean Government Initiative since their inception. Through this work, Jennifer has co-authored a series of practical lean publications for EPA, including the “Lean in Government Starter Kit,” and “The Lean and Energy Toolkit.” She joined Ross & Associates in 2001, after graduating from the Harvard Kennedy School with a master’s degree in public policy.
Outside of work, Jennifer enjoys a variety of outdoor activities—hiking, snowshoeing, kayaking, and bicycling—as well as volunteering, attending plays, and seeing movies while in town. She is a Northwest native, having grown up in Bremerton, Washington.
