Louisville Wet Weather Team

Ross & Associates provided comprehensive process support for a stakeholder “Wet Weather Team” advising the Louisville and Jefferson County Metropolitan Sewer District (MSD) on the development of long-term plan to control combined sewer overflows (CSOs) and sanitary sewer overflows (SSOs) for the Louisville community. Working closely with a technical consultant team, we used an innovative, values-based risk management planning process to obtain input from Wet Weather Team stakeholders.

Project WIN LogoRoss & Associates facilitated more than 20 meetings of the Wet Weather Team over nearly three years, provided analytic support for the stakeholder process and MSD’s program development efforts, and worked with MSD, technical consultants, and stakeholders to develop and obtain full consensus support for the high-level vision of the program, known as Project WIN (Waterway Improvements Now). We also provided facilitation support during the initial implementation of the program. Due in large part to stakeholder input, the program makes extensive use of green infrastructure solutions for controlling stormwater runoff and CSOs, as well as traditional gray infrastructure solutions.
