Port of New York & New Jersey Emissions Reduction Strategy

Ross and Associates worked with the Port Authority of New York & New Jersey to develop a clean air strategy (Strategy) for voluntarily reducing maritime and port-related emissions that affect air quality and climate change in and around the Port of New York and New Jersey, which is located in a region known as the New York-New Jersey-Long Island Non-attainment Area (NYNJLINA). The geographic scope of this Strategy includes the Port Authority Marine Terminal Facilities within the Port District, which is described as the area within a twenty-five mile radius of the Statue of Liberty. The final Strategy outlines overall goals for reducing diesel and greenhouse gas emissions at the Port over the next ten years and lays out both long and short-term actions to help reach these goals in each of the contributing sectors of Port operation. In developing the Strategy, Ross and Associates facilitated a multi-agency Strategy Group composed of the Port, as well as the New York Shipping Association, USEPA Region 2, the New York State Department of Environmental Conservation, New Jersey Department of Environmental Protection, and the Cities of New York (Mayor’s Office and Economic Development Corporation), Bayonne, Elizabeth, Jersey City, and Newark. Ross & Associates also provided strategic planning and logistical support for the process, led small groups working through technical issues, and provided facilitation and presentation support to the Port for their public and stakeholder outreach. Lastly, Ross & Associates drafted all the working documents and was responsible for collecting, organizing, and synthesizing comments and conducting all major revisions to the Strategy. Ross & Associates continues to work with the Port on the final Strategy’s implementation and reporting efforts.
