Puget Sound Clean Air Agency

Ross & Associates worked with the Puget Sound Clean Air Agency and a committee of public and private stakeholders to develop an innovative program for registering facilities in the Puget Sound area with on-road and non-road diesel fleets. The program was designed to use variable fees tied to fleet-wide emissions to raise funds for the Agency to operate a voluntary diesel emissions reduction program and to create an incentive for fleet modernization. Project work involved developing a facility inventory, designing program options to be discussed with stakeholders, stakeholder group facilitation, and report writing. The program design developed with stakeholders will be the basis for program rulemaking by the Agency.
