Nancy Tosta
Principal

Nancy Tosta has more than 30 years of experience within and consulting to public agencies to improve their performance, decision-making, and ability to address policy and scientific issues. She has spent decades working in interagency and intergovernmental environments, at local to international levels, addressing challenges that cross organizational boundaries. She couples a strong science background with deep understanding of organizational behavior, business processes, and program evaluation. She has direct experience in a broad range of fields including natural resources management (forest and rangeland, salmon), environmental policy, environmental-health, urban and transportation planning, climate change, strategic planning, indicator development, and program evaluation and assessment. She is a skilled facilitator, communicator, and analyst. Prior to work at Ross & Associates, she held executive positions within regional, state, and federal government agencies, including Special Assistant to the Secretary of the Department of the Interior, Director of Forecasting and Growth Strategy at the Puget Sound Regional Council, and Deputy Director at California’s Teale Data Center.

Her work at Ross & Associates has involved numerous clients including the U.S. Environmental Protection Agency Offices of Environmental Information, Research and Development, Air and Radiation, and Policy, Economics, and Innovation; the National Oceanic and Atmospheric Administration Fisheries Service; the Centers for Disease Control and Prevention; various state environmental agencies in Alaska, Arizona, Connecticut, and Washington; and not-for-profit conservation organizations.
